On the last episode of Gotham Oswald really started becoming the Penguin. He revealed himself to Gordon as well as a plan to spy on Maroni for him. Oswald also coordinated Maroni’s restaurant to be robbed which caused the death of the restaurant manager. Because he saved some of the money from being stolen, he was promoted to manager.
The mayor announced the plans for Arkham and the mob bosses weren’t happy about it. They each wanted something different. This means that it’s a war and the council members voting became targets. Gordon and Bullock tracked down the assassin – Gladwell – but he managed to get away.
Oswald proved himself useful to Gordon and warned him that there was a hit on the mayor. But before Gordon could get the mayor to safety, Gladwell showed up and took Gordon’s weapon. Luckily, Bullock came just in time to save the day.
Even though the mayor survived, Falcone and Maroni got their way. Too scared to cross either of them he proposed a new plan with both of their wishes.

“Gordon and Bullock search for the source of a new street drug that causes euphoria then death. Meanwhile, Oswald Cobblepot works his way deeper into Maroni’s (guest-star David Zayas) inner circle and Fish Mooney continues her plot against Falcone in the all-new “Viper” episode of GOTHAM airing Monday, Oct. 20 (8:00-9:00 PM ET/PT) on FOX.”
