According to the original director of Doctor Who, Waris Hussein, the BBC gave little support to Doctor Who because it had no idea what the potential was. He only got the job because at age 24, he was the most junior member on the staff, and no one else wanted the show. They largely considered it to be beneath them.

It’s interesting to note the lack of support as expressed by Hussein, and his reflection that even today, executives in decision-making capacities frequently don’t understand the potential of what they have. His commentary is certainly still relevant in light of the BBC decision to cut Doctor Who Confidential, and well as Steven Moffat’s frequent comments on their limited budget.
