It seems like Penguin is finally getting more power as he takes over Fish Mooney’s club on Gotham season 1, episode 13, “Welcome Back, Jim Gordon,” tonight on Fox.
On the last episode of Gotham, Gordon made a deal with the commissioner that he could get his job back if he caught Gruber. Luckily, Leslie stopped by with a clue that lead them to believe Gruber was out for vengeance against Maroni.
But before Gordon could get to Maroni, Gruber attacked his restaurant. Maroni agreed to go with Gordon and Bullock to act as bait for Gruber. Suffering from the attack, Penguin let it slip that he had a meeting with Falcone. The mob boss was worrying about Liza who Mooney had taken hostage.
Even though he clearly didn’t believe Penguin’s excuse, Maroni let him leave anyways. There Penguin revealed to Falcone who Liza really was. Although he didn’t want to believe it, Falcone could tell that Liza was lying when he went to see her at Mooney’s club. With his own hands, Falcone choked Liza and took Mooney to make her suffer the consequences.
Gordon’s plan to catch Gruber worked. All he had to do was throw water onto Gruber’s electronic weapon and it was disabled. When Leslie came by to congratulate Gordon things heated up between them.

“When the key witness in a homicide ends up dead while being held for questioning by the police, Gordon suspects that it’s an inside job and looks to an old friend for information. Meanwhile, Oswald Cobblepot takes control of one of Fish Mooney’s prized possessions, as she gets a gets a small taste of her own medicine in the all-new ‘Welcome Back, Jim Gordon’ episode of Gotham airing Monday, Jan. 26 (8:00-9:00 PM ET/PT) on FOX.”
