Gordon is back on the job but will need a little help from his friends to solve an inside job on Gotham season 1, episode 13, “Welcome Back, Jim Gordon.”

Falcone has sent Mooney to be punished for her sins against him, but she doesn’t seem worried in the slightest. Someone is worried about her, though: Bullock. When the scene of a shootout is discovered in her club, he’s in a fouler mood than usual.

To make matters worse, they have an early morning when it seems like a drug deal has gone wrong and the dealer is left hanging. Their only witness is a janitor who is killed in the precinct waiting for the sketch artist. It seems like the same one who killed the dealer has killed him.

The men hired to take care of Butch clearly underestimate him, as he able to escape the van and choke them both. He tracks down Mooney and stops her interrogator before any serious damage happens. Now she wants to go after Penguin.

Bruce is back in town and he’s looking for Selina. Alfred is still worried about Bruce’s safety, though. Even though they can’t find Selina, they do run into Ivy, who offers to pass on a message for a price.

Gordon tracks down the officer, Delaware, who was supposed to be guarding the witness. In his car are the same drugs found on the murdered dealer. Gordon arrests him only to find out that he’s actually an undercover cop.

But Bullock has some surprising news for Gordon: some cops were busting drug dealers and taking over their stash houses for themselves. He believes even the commissioner could be involved in it. But Gordon wants to go check them out for evidence anyway.

Delaware and other cops are at the stash house clearing it out, but they have a warrant from the commissioner to make it legal. Even worse, internal affairs ruled that Gordon’s witness committed suicide.

Seemingly backed into a corner, Gordon goes to see Penguin at Mooney’s club. Gordon tells Penguin that he’s investigating the narcotics team Flass and Delaware for murder. Penguin agrees to see if he can tie them to the murder.

Mooney arrives at the club just in time to find Penguin vulnerable, alone, and a bit drunk. He’s reduced to kissing her feet as she beats him with a bat. Penguin proposes that they work together. Before Mooney can get anymore revenge, though, Zsasz shows up for her. Butch helps her escape and then stays behind to distract their pursuers.

Bruce is relieved when Selina gets his message and shows up at the manor. He gives her the present he got from the Alps, which is a snow globe. She seems to really like it, but isn’t so sure about going back to live with him. Selina admits that she lied about seeing the face of the murderer and can’t help him.

Asking Penguin for help worked, as Gordon gets the murder weapon and a confession from Delaware delivered right to his desk. But Flass still thinks he’s above the law. But for once the GCPD has Gordon’s back and the captain arrests Flass herself.

Closing the case comes at a price to Gordon, though. Despite asking Penguin that no one got hurt, Deleware begs Gordon to leave his family out of it. Gordon seems to have put himself in the very position he despises — one of a tainted cop.

On her own, Mooney turns to Bullock for help. She tells him she’s going to leave town and lay low for a little while. He warns her not to come back, but she wants a favor: for Bullock to save Butch.
