Arrow season 4 news is ramping up. We look at the latest, including a name change for Starling City and the return of Felicity’s mother.

We learned at Comic-Con that Arrow season 4 would be more “Green Arrow-y,” with Oliver taking on the name Green Arrow and getting a suit closer to his comic book counterpart. Additionally, the tone of the show is expected to take a lighter turn.

The Green Arrow-ification of Arrow continues, as it looks like Starling City will be rebranded to its comic book name. Actor Paul Blackthorne, who plays Quentin Lance, posted a photo to Instagram featuring his updated SCPD credentials:

Ray Palmer indicated that he would like to rename Starling City in the season 3 premiere in his pitch to take over Queen Consolidated, but we didn’t hear anything about the rebranding after that. Could this be related to his supposed death in an explosion in the season 3 finale?

Also in Arrow season 4 news is the return of Charlotte Ross’s Donna Smoak. According to TVLine, Felicity’s mother will return in Arrow season 4, episode 6, though further details about her appearance are being kept under wraps for the time being. The last time we saw Donna, she was pushing Felicity to pursue her feelings for Oliver, despite her daughter being in a relationship with Ray Palmer at the time.

Could it be time to introduce Felicity’s father? Theories abound that Felicity’s father is actually the Big Bad of the season, Damien Darhk, after all.
