Working relationship

Lance and the Arrow look at Isaac’s body. He was shot with an arrow, dressed up as a vigilante and dumped.

Meanwhile, at Queen Consolidated, Felicity finds a shirtless Ray on the salmon ladder in his office.

She’s trying to get him to leave for an announcement. Not one to be deterred, Ray asks Felicity to come along to a business meeting. He gives her a couture dress, saying it’s completely platonic. “There’s nothing platonic about couture,” Felicity replies but agrees anyway.

A big fan

Oliver and Diggle discuss the murder, but they need Felicity. However, she’s on television alongside Ray as he announces that Queen Consolidated is becoming Palmer Technologies. Oliver is unhappy, but Diggle’s pointed comments are ignored when Oliver finds a slip of paper with an address inside the murderer’s arrowhead.

There, he and Diggle find a candle-lit shrine to the Arrow. A phone rings and the Arrow answers. Carrie Cutter — Cupid — says she wants to help, to kill for, the Arrow. Isaac was the first victim, but he won’t be the last. She sends an image of her next target.

In the foundry, Roy is looking into the police officer’s murder. While he feels guilty, he doesn’t want to talk about it. Felicity then comes in with information on the newest victim — a mob boss. She tells Oliver she needs the night off for her dinner with Ray, to which he replies, “Do what you want.”

Upstairs, Thea auditions DJs for the club’s opening. A cocky DJ comes in, claiming he doesn’t audition; Thea isn’t having it.

Unbalanced

Felicity finds Cutter’s identity; she was a former cop and was at multiple Arrow-related crime scenes. A clue from the image of the latest victim leads the Arrow and Arsenal to a greenhouse where the pair splits up. Cutter finds Arsenal first.

She then speaks to the Arrow over Arsenal’s radio until the Arrow finds them. She has her victim rigged with a tripwire, and Arsenal has been knocked out. When the Arrow refuses to team up with her, she cuts the wire. The Arrow just barely rescues the mob boss as Cutter escapes.

Diggle learns that the Arrow isn’t Cutter’s first obsession; she stalked her former partner before being sent to a psychiatrist and then quitting the SCPD. The Arrow visits the psychiatrist, and she tells him that Cutter has attachment disorder and gives him advice.

Because she’s worth it

Meanwhile, Diggle visits Felicity at work. He tells her Oliver is upset about Ray Palmer, but Felicity replies that Oliver should be the one to say something.

Later, Felicity, looking fabulous in her dress, meets Ray, who rented a multi-million dollar diamond necklace for her.

Elsewhere, Cutter visits an old CI, who has determined the Arrow’s headquarters are at Verdant. She kills him and destroys his equipment.

Lance calls the Arrow about the murder. After hanging up, Oliver wants Felicity’s help, but Diggle says he doesn’t have his head on straight. Oliver admits to being bothered but goes out anyway. Diggle sends Felicity an SOS text during her dinner meeting.

All’s fair in love

Cutter heads to Verdant, which is suffering a terrible DJ, who Thea fires. The cocky DJ from earlier shows up and Thea, desperate, hires him. He gets things going again.

After accessing the wrecked computer with Verdant’s location pinpointed, Felicity returns to dinner and speaks up for Ray. She says he’s not a businessman; he’s only interested in making the world a better place.

The Arrow calls Cutter and they meet where he saved her six months earlier from Mirakuru soldiers. Diggle and Felicity listen over the radio as the Arrow confesses to knowing what it’s like to want to be with someone; however, he has to be alone.

Hurt, Cutter attacks, leading to a hand-to-hand fight. They end up underground, where she handcuffs him to subway tracks. She plans to go out with him, but he dislocates his thumb to free himself and save her just before they’re run over.

Not okay

After Cutter is sent to the Suicide Squad, Diggle invites Oliver to a late dinner his place, but Oliver turns it down. Diggle suggests that Oliver tell Felicity how he really feels before it’s too late.

Upstairs, Thea counts the night’s take and prepares to pay her DJ, but he kisses her instead.

At Palmer Technologies, Ray tells Felicity that the dinner deal went through thanks to her. Felicity returns the necklace to him, and he kisses her — just as Oliver approaches the office. He sees the kiss and leaves, heartbroken. Ray, though, is also conflicted about the kiss and leaves.

Back in the foundry, Oliver and Roy are both not okay, so together they head to Diggle and Lyla’s for that dinner.

In Ray’s office, he looks at a 3-D rendering of the A.T.O.M. Exosuit.

Elsewhere, a man is stalked and killed by an assassin with a boomerang.

Meanwhile, in Hong Kong…

While Oliver fails at laundry, Maseo heads to a meeting with a contact. Nine hours later, though, he hasn’t returned and isn’t answering his phone. Oliver and Tatsu head out to look for him.

At the docks, where Maseo’s meeting was to take place, Tatsu and Oliver sit in the car and talk briefly before they see some rivals of the Triad. Oliver approaches them, but they beat him. He’s saved by a katana-wielding Tatsu, though. She threatens one gangster, who reveals that three A.R.G.U.S. agents were killed earlier by the Triad.

But when Tatsu and Oliver return home, they find Maseo there with Akio. He was on lockdown for the night due to the deaths of the other agents. The family embraces as Oliver watches on.
