Ra’s made his sales pitch for Oliver to lead the League of Assassins, telling him that Starling City would turn on him. After rejecting the offer, Ra’s had League members dress up as the Arrow and kill people to frame Oliver. Though Oliver convinced Ray (and his super suit) that he was being framed, Maseo, dressed as the Arrow, shot and killed the mayor before setting his sights on Felicity.

Meanwhile, after she and Diggle tied the knot a second time, Lyla quit A.R.G.U.S., and Nyssa left Nanda Parbat after losing her birthright and began training Laurel.

“DONNA SMOAK RETURNS — During an attack on the mayor’s office, Ray (Brandon Routh) is critically injured. Felicity (Emily Bett Rickards) is pleasantly surprised when her mother, Donna Smoak (guest star Charlotte Ross), shows up at the hospital to offer her support. With the SCPD out in full force looking for the assailant, Oliver (Stephen Amell) and his team work hard to stay one step ahead of the police to find the man responsible. However, things come to a head when Ra’s al Ghul (guest star Matt Nable) kidnaps Captain Lance (Paul Blackthorne). Dwight Little directed the episode written by Marc Guggenheim & Wendy Mericle (#318).”

We’ll be curious to see what Ra’s wants from Captain Lance. He is Sara’s father, but he also has a vendetta against the Arrow, so there are a number of directions this confrontation could take.
