Arrow will be adding Dinah, Laurel Lance’s mother. Dinah will return to Starling City in 1×16.

According to Zap2it, Dinah will return to Starling City in 1×16 to try to reconnect with her daughter, Laurel. Dinah obviously abandoned her husband, Quentin, and her daughter, Laurel, after the death of her other daughter, Sara.

In the comics, Dinah’s last name was Drake, but there’s no word on if it will stay the same in Arrow. In the comics, Dinah was, of course, the original Black Canary before Laurel takes over. We highly doubt that Dinah will become the Black Canary in Arrow, and we expect it will be a long time before Laurel does, if at all. In the comics Dinah also dates Oliver, but we really don’t see that happening.

Zap2it also notes that Kelly Hu will be back as China White a few more times this season. “I can tell you that I do get to speak — I get to talk a little bit more. And I do have a lot more action going on too,” Hu says.
